Reducing Azure cost by 51% and bringing enterprise AI to a state-owned enterprise
Reporting to the Executive Director, Rahmat cut Azure infrastructure cost by half, introduced Terraform as the standard and built an internal AI tool on Azure OpenAI.
Context
A state-owned enterprise running its core platforms on Microsoft Azure. Rahmat served as Expert DevOps Engineer, reporting directly to the Executive Director, with a mandate covering cost, engineering standards and AI adoption.
Challenge
Azure spend had grown without clear ownership, infrastructure was managed by hand, and leadership wanted practical AI that staff could use on internal knowledge without moving data outside the organisation’s cloud.
What Rahmat did
Ran a cost review across the Azure estate and re-architected and right-sized the infrastructure behind it.
Introduced Terraform as the infrastructure-as-code standard, so environments became reviewable and repeatable.
Built an AI-powered internal tool using retrieval-augmented generation on Azure OpenAI, grounded in the organisation’s own documents.
Identified automation opportunities across operations and built the business case for leadership.
